The concept is different. There is no such advanced equipment or such a factory in Western developed countries. In recent years, China's paper industry has developed relatively fast, while other countries are basically in a stable state. Most of the newly-built enterprises and newly developed technologies have used China. Therefore, we have a considerable part of the production capacity, and the energy consumption per unit product, pollutant discharge, water consumption and product quality are all world-leading. This is the first question I want to talk about.

The second is the positioning of the paper industry. We feel that its natural attributes are not an industry of "two highs and one capital". First of all, the discharge of pollutants is not high, but it depends on what you use. Because outside of China, water pollution emissions are not measured by COD. With BOD, BOD has been achieved close to zero, which is very low. In addition, from the perspective of energy consumption, the raw materials for papermaking are basically natural plants, which are synthesized from carbon dioxide and water in the air through chlorophyll-whether it is lignin or fiber. For every ton of plants, about 400 kilograms, or six to seven hundred kilograms, are turned into pulp, and the rest is completely converted into biomass energy. If it is a pure chemical wood pulp plant, not only can the biomass energy be used by itself, but at least about 40% of the excess electricity can be sold outside, which means that its carbon dioxide emissions should be negative. This is a pulp mill. For a wood pulp mill with a complete pulp and paper balance, the energy self-sufficiency rate of a comprehensive enterprise including pulping with paper belts should exceed 90%, so energy consumption is not a high industry. Pollutants, according to the environmental protection standards of developed countries, are also very low.

In addition, its resources are completely green, and they are not highly resource-consuming. Therefore, from the beginning, our China Paper Association did not think that our industry belongs to the "two highs and one capital". Of course, due to historical reasons, a considerable part of our small businesses did discharge sewage without treatment before. This pollution is very serious. The pollutant emissions of the 10,000-ton untreated small pulp mill are much larger than the 1.31 million tons of Asia-Pacific Sembo. Therefore, through our technological progress over the years, most of the production capacity of the paper industry has been out of the original state. We hope that in the next five or ten years, our industry can develop into a standard green development industry. Because papermaking is a product, some people say that its output value only accounts for a few percent, and pollutants account for 20 to 30%. This is in terms of COD. Our paper industry accounted for 1.9% of the output value, but COD emissions accounted for a little more than 20% of the national industry.

However, first, we believe that the COD we emit is not a pure pollutant, but it does exist in the form of COD. , The paper industry is not only an industrial raw material, but also a cultural carrier, and at the same time a daily necessities. In the country's positioning, it belongs to the basic raw material industry. That is, our social and economic activities are indispensable. From this perspective, it is a necessary raw material. Now we don't think it is "two highs and one capital", and we also think it has a green attribute.

The attribute of green is that, as I said earlier, first, its raw material comes from carbon dioxide in the air.

Second, it has a large number of recyclable, internal recycling, and the model of the whole society's circular economy-waste paper. China's waste paper recovery rate is very high. The reason why our current data is low is because we There is an imbalance between the packaging carried by foreign trade and the packaging carried by imported products. We import a lot of ore and petroleum. They don’t have packaging. The light industrial products we export use a lot of packaging. As a result, about 20 million tons of waste paper are unbalanced every year, and more than 20 million tons of waste paper every year. We have to import approximately the same amount to make up for the cycle of the domestic system. It is estimated that our waste paper will account for our raw materials this year, waste paper pulp will account for 65% of our raw materials, and the utilization rate of waste paper will be above 75%. Third, the paper industry has basically popularized the alkali recovery system of alkaline pulping. Its chemicals can be recycled through the treatment of our black liquor and alkali recovery. About 90% of the chemicals can be recycled, with a small amount. Supplement, because there are some things that are lost during the burning and incineration process. Water consumption, water consumption per unit of product, we are also decreasing year by year. From a ton of paper to hundreds of tons, it is now close to 70 tons, which is basically the international advanced level. Another one of our other chemicals in the production process is now beginning to circulate. The white mud recovered by our alkali is turned into lime, which must be burned into lime, then causticized, and then turned into alkali for recycling. In addition, some waste residues, all biological waste residues, such as bark, stalks, some grass, reed debris, and some sludge, we burn completely with bio-energy. There is also waste paper, a large amount of waste paper pulping. Because waste paper and cardboard contain a lot of starch, we have to produce biogas for power generation or as energy recovery. Therefore, the proportion of biomass energy in China is still the whole industry. It is not very high, and there are still development prospects. With Europe's biomass energy reaching 51%, we can't do it now, because we produce very little wood pulp by ourselves, and domestic wood pulp is less than 7%. While Europe's self-produced wood pulp is close to 100%, it is a very high thing that our biomass energy is close to 20%.

In the second part, the technological progress of the paper industry over the years is also very obvious. As you all know, the production of paper machines and equipment production is a high-tech intensive industry. Its design and processing accuracy exceed 30 times that of aerospace technology. All equipment is very expensive, costing hundreds of millions of dollars and billions of dollars. , The investment is very large. At the same time, if the pulp industry is to be included, investment in environmental protection in China is also very high. For several of our pulp mills, if we include internal environmental protection facilities, alkali recovery, and water recycling systems, their investment exceeds one-third, generally one billion, two billion, and three to four billion. This investment Compared with Western developed countries, our ratio is also high. Another, we are in China and our environmental emission standards are also the strictest in the world. The emission standards of our unit products are one-third or even one-fourth of those of developed countries. That is to say, the emission requirements are the highest in the world. The strictest.

In Europe, the emission concentration of COD is generally 600 to 1,000. In China, it is 100, but the amount of water is still relatively small. If the amount of water is multiplied by the concentration, our allowable COD emission is a fraction of that of developed countries. This is very difficult. Therefore, only China uses this advanced chemical treatment, which is not available in Western countries. In addition, our paper industry has made great efforts to eliminate outdated production capacity in recent years. The outdated production capacity that we eliminate every year is not necessarily a small company. Large companies also have some old equipment to be eliminated. Eliminate backward production capacity. During the "Eleventh Five-Year Plan" period, we probably eliminated at least 11 million tons or 12 million tons of old equipment and old production capacity. We expect that in the next five years, we will eliminate another 10 million to 11 million tons of this scale. Because we now have to consider that China’s per capita paper consumption is still very low. Our Taiwan Province per capita is 170 kilograms, and the medium and developed countries in the West are all over 150 kilograms. The United States used to be more than 300 kilograms, but now it has dropped to about 260 kilograms , China’s per capita is more than 60 kilograms, which is still very asymmetric to our country’s social and economic development. Of course, we also consider that if we develop too fast and use such a large capacity to develop, it will be impossible for us to reach the level of Western developed countries per capita. Therefore, the China Paper Association is also working on saving paper and recycling as much as possible. At the same time, it is also doing, for example, reducing the whiteness of pulp to reduce pollution.

In addition, try to encourage the use of non-virgin wood pulp to make toilet paper and other tasks. Our Paper Association and our companies are doing it. In our green proposal, there are nearly 100 companies in the paper industry this time. Meeting in Beijing last month to issue a green initiative, which includes these contents. I hope that we can save paper, consume rationally, and reduce the demand for resources. In this matter, our paper industry, leading companies like us have come to drive and do some work.
